The "elites" and "the regular people who want this war too" adhere to neoconservatism. Even though its members are not "new" to the republican party, its values are new to the Republican party. Bush's cabinet is packed with many founders of the ideology. Neoconservatism is a fear based ideology based on incorrect history of the United States. Neocons believe that there are a select few nations that are "good"(The US and Britian, the rest of the west is corrupted through monied interests and inherit cowardice), and many nations that are "evil". They also claim massive underground of America haters has infested the entire world hiding in every poorly lit alley ready to unleash God knows what because of jealously for our wealth and freedom. The rest of the world that feels angry and bitter towards us are misled and are obviously ungrateful for all everything America has granted them. After all America has never done anything to deserve world critisism and certainly nothing ever to provoke a hatred as a consequence. Since Bush and his cabinet are under direct orders of Jesus Christ himself, Bush would never act in his self interest, or the self interest of his handlers who aren't admitted to control him in neoconservatism ideology.

Hence the need for a military that spends as much as the world combined, and 22 times more than all of our supposed enemies combined. Gigantic domestic secret police agenciess are thought to be needed on top of an illicit CIA that violates its constitution by not reporting to congress. Also the destruction of the constitutional protections and the Bill of Rights are authorized because of a never ending "terrorist threat"(PATRIOT ACT I, II, 1996 Anti Terrorism Bill). Traditional republicans would want to preserve liberties, reduce government spending, not increase it exponentially, would want to cease expensive attacks on other nations that pose no threat, and would want to halt massive government agencies from spying on the people.

The majority of neo-conservatives are the bewildered audience that watches Fox News, and other jingoistic, fear-driven shows. Convinced that we need to squash the axis of evil before they squash us, they will gladly spend as much as it takes, and cause as much "collateral damage" as it takes to secure the homeland. Even though some of the neoconservatives doubted Bush before, it is now a time of war and we must unite to protect the homeland. The troops have been deployed and its time to rally behind them and give them our support.

The leaders of this neo-conservative movement though are by and large defense contracters (Richard Perle head of national security consul, General Jay Garner head of major pentagon contractor now military governer of Iraq, Paul Wolfowitz arms contractor, Dick Cheney former CEO of Halliburton that does billions of dollars in Business with the pentagon, Donald Rumsfield, Condalezza Rice former CEO of UNOCAL, Bush on the executive board of the Caryle Group that contracts billions with the Pentagon). The largest campaign contributers was the defense industry. The second largest was the energy industry followed by the Pro-Israel Lobby each contributring hundreds of millions to campaigns. 85% of the Congressional races are won by the candidate that spends the most money in a campaign. You will not find a Pro-Palestine lobby in Washington. Obviously pentagon contractors will be in support of the military budget that consumes over 50% of America's tax dollars.
